Job Purpose: 
To develop operational & Maintenance strategy by exercising effective leadership in planning, development, and management of Qatar Rail Service Delivery Department in relation to delivery of operational services for Metro project while developing & achieving standards & internal targets for safety, operations, service reliability, and customer service. 

Duties & Responsibilities: 
Strategic 
Develops strategies to restore & recover services affected by operational incidents, bad weather, staff shortages or equipment failure, and acts as a focal point within Service Delivery in incident management and liaises with the emergency services and agencies for assistance; 
Provides strategic direction, planning, and managing development & implementation of policies, procedures and work instructions for aligning department’s operations to the committed performance targets to ensure operations efficiency and performance; 
Provides strategic management, planning, and managing the development and implementation of policy and procedures for minimising the life cycle maintenance costs, maximising availability of facilities and systems, providing for system safety, maximising reliability and providing adequate protection for employees, facilities, equipment, and parts; 
Meets Key Performance Indicators according to targets agreed with O&M Director in areas of: Management of client and contractor interface, delivery of study reports on time, preparations for launch of service. 
Operational Manages effectively processes & resources to meet requirements of Metro customers e.g. service frequency, punctuality, cleanliness and provision of information. 
Leads & participates on behalf of Qatar Rail in development and updating of standard operating procedures and work instructions due to changes in customer’s requirements, legislation, work process and methods and etc.; 
Leads & participates in development and updating of maintenance operating procedures and instructions due to changes in system maintenance; 
Reviews any non-conformances and Safety Notices raised against the department regularly and assign resource to close out overdue Non-Conformances (NCs) within agreed timescales; 
Defines maintenance level requirements of assets related to the Metro 
Liaises with the Shadow Operator to ensure completion of operations and Maintenance tasks relative to the Metro to ensure that the output of the Shadow operator is in line with agreed work requests 
Leads development of plans & processes to ensure infrastructure, trains and other Metro assets are safe for operations, which includes development of engineering standards, controlling configuration of rail system, and delivery plans relating to planned and reactive maintenance. 
Captures & devises plans aimed at identifying risks associated with contractors and third parties working on or in the vicinity of Metro, including interface with Contractors during the defects liability period. 
Ensures that environmental impacts arising from maintenance activities are properly managed and fully compliant with all the local legislation and Qatar Rail policy. This includes storage of fuel & other materials, management of discharges from train washing plants, and minimising noise and vibration associated with maintenance activities. 
Complies with all Qatar Rail CMS Policies and Standard Operating Procedures; 
Performs and carries out other duties as instructed / directed by the O&M Director;

Hard Competencies: 
Education: 
Bachelor or Master degree in Engineering, Facilities or Operational management or other railway related area. 
Membership of Institute of Railway Operators or other relevant professional engineering associations desirable. 
Experience: 
12 years of general operations and or maintenance management experience. 
Formal or hands on prior experience of ideally an operational Metro in an engineering and maintenance discipline such as signalling, rolling stock or civil engineering. Additionally, a general manager role in an operational Metro in either a Stations, train or integrated operational control room environment is desired 
Professional Training:

Accounting Specialist

Accounting Specialist assist in preparation and analysis of accounting data, timely preparation of accounting reports and statements by applying appropriate accounting control and procedures in line with corporate accounting procedures. 
The job holder is accountable for posting of financial transactions in line with all accounting policies and procedures as well as monitor & control of financial planning process to facilitate timely and accurate completion of all company accounts and financial statements. 

• Conducts financial transactions such as booking and validating ledger entries, recording costs against standard budget categories.

Job Purpose:

Main Duties and Responsibilities:

To lead and develop Qatar Rail Asset Management strategy by exercising effective leadership in planning, development, and management of network wide assets of Qatar Rail. 

Duties & Responsibilities: 
Strategic 
Devises strategies and efficiency measures that ensure maximisation of revenues
